If you go by strong ships then it's world of US/UK warships. Thunderer, Massa, Mino, Belfast, Alaska, Vincent, Midway, etc. Etc. Soviets just have some spicy cruisers wooow.... Petro, Stalingrad and some older powercrept HE spam vulnerable ships. The Germans have spicy Battlecruisers The French have spicy destroyers And the Japanese have spicy anything with torps or massive guns.
Napoli should be on this list because holy shit that ship is nearly indestructible

its trash, the only gimmick is the airstrike and thats it. You only get two and its a 100 sec reload. Gouden Leeuw also as bad guns that are meh and one minute fires
