I think it's an oboe, I dug into the sound files, and it was labeled as "oboe".

Fun fact I’ve played plants on a ps3 and sometimes when it reads the disc wrong it makes the song sound like this or completely changes the day song to a night horde song😢😅
happened to me once when playing a minigame lol the main melody of grasswalk stopped sounding so only had the base and rhythm
its a console exclusive bug. This is also why Dr. Zomboss' theme sounds bland on the console releases.
