The Traveler gave Savathun the Light because of its guilt. Ever since Fundament (the Hive's home planet), the Traveler always meant to uplift the Hive/Krill, but the Witness was there first to corrupt them. And in the time the Traveler hadn't reached out, the Witness has made the biggest slave race to the Darkness, a race that would undoubtedly follow and help the Witnesses path of genocide. And I am sure the Traveler feels guilt for this, and when the time came of Savathun devoid of her worm and darkness and came begging to be free from the deep, the Traveler obliged even if it meant forgiving Savathun and all the crimes she committed against the Light. It was a price it Was willing to make because it always wanted to do this, save the Krill
