Recently there has been more compelling clues that point to this. It seems like Hamster has a secret life away from Gretel and the superhero plot (Secret Life of Pets xD). In the episode where Hamster gsts amnesia and Kevin & Gretel were looking for Hamster, people they both have never met explains stuff that Hamster does in secret. I recall that he goes to a Jazz club regularly to listen to the Jazz players, and he also paints and sells them to art galleries. There are more but those are the only ones I can remember right now. Anyways, this proves that Hamster has a lot of free time on his hands to do stuff on his own. It is possible he is an OWCA agent as well. He has the time to do this because now with the superpowers he has gained, he can finish each mission so fast it would be like he never left. Then there would be more time to spare fighting crime with Gretel and Kevin and spending free time at home spinning the wheel or watching Telenovelas lol. Anyways sorry for the long comment. I personally do not believe that Hamster is actually an agent. It would be a strech for the show's plot and a lazy connection to Phineas and Ferb. But given your points and this new clues, it's not impossible :)

If Linda; Phineas and Ferb’s mother would’ve find out what happened to her son, she would quit her job and fight off Sweet Pete and his gang, so she can help Chip and Dale find the missing Toons, including her son Phineas.
