OK, I know I'm late coming to this playthrough, but I'm looking forward to following it. Going after councillors who can inspire others is vital as it is the only way to increase loyalty. Their current job title doesn't matter as much as their abilities and traits, and one that you turned down was "untouchable" which means they can't be assassinated without the shooter becoming a pariah. The rarer the ability is from organisations, the more desirable it is in councillors as a native ability. I don't think any organisations bestow the ability to inspire, and very few can add the ability to assassinate.
