On my 2017 iMac 5k with Radeon Pro 580 I have been noticing problems like this for not long, i guess right from the upgrade to Monterey. Almost every scrolling in the system is somewhat laggy and stuttering and framerate dips down. In the browsers is more noticeable, but i can see it also in system apps like mail, finder, etc. Thinking there was some hardware problem, I tried to install Windows 10 with bootcamp and it runs perfectly smooth (even on the mechanical disk of fusion drive). I also did a clean MacOS reinstall, but the problem is stille there, in Monterey 12.3.1.

I had exactly this problem with the lens on my EM1 Mark ii. All of the sounds you captured, as well as an issue with the motor on the focussing lens, so it couldn't acquire sharp focus. It turned out to be a communication error with the camera. I reset the camera and the lens stopped making the noises and works flawlessly.

I have the same on mine. To me it sounds like a very small motor, similar to the sound of the IBIS on my Olympus EM5ii. I don't mind the noise and I don't do much video, I just hope something's not running the battery down.
