I feel like you're too focused on the feelings side when the feelings/infatuation is not exacly the most important. Toga character is about a aspect of Hero Society that is feeply flawed: Her quirk gives her a inner need that goes against societal norms. Instead of dealing with it healthly, her parents repressed leading her to find violent ways to deal with it and be triggered by any part of repression. Uraraka in season 6 and Deku in this episode validated ther external factors of repression which lead her to snap even more and concluded that Hero Society will only protect those deemed normal. Uraraka still wants to deal with Toga because she is cleary interested in knowing what is Toga pespectiva. A lot of story beats concerning Uraraka are about supression: Supressing her feelings for Deku, supressing her wants for her parents and she even tried to supress her worry for Toga for her hero objetive before Deku talked about his own thoughts on Shigaraki. So in the end Urararaka tels Deku to go because she will handle Toga and he will handle Shiggy, even saying "Do your best".

In Japanese it can mean "Also" so how do we know at all ?
