Here's what I speculate about the Noisemaker. The impostor(s) will make a noise, which will alter the crewmate's attention to that specific area, which will reduce the crewmate population.

I feel like this phantom concept is much too complicated to get into the actual game. Like look at the roles that we have: Crewmate: Complete all your tasks while voting out the impostors -Engineer: You can use Vents -Scientist: You can access lifelines from anywhere, complete tasks to charge your tablet -Guardian Angel: You can shield a crewmate for a short amount of time, this will prevent them from being killed Imposter: Kill the crew -Shapeshifter: Transform into another player And then we would get Neutral: -Phantom: If you are killed, after the next meeting you will be revived as a phantom. In this mode you are partially visible and have to complete your tasks, after that you need to click the emergency button to win the game. However If a player sees you and clicks on you, you will lose. Thats a very complex role, i think implementing it wouldnt be hard but it just wouldnt fit in a "simple" game. I think it would be more like a simple role that turns invisible on cameras or it adds a button that makes you invisible for some time (That could work as a crewmate or impostor role) (Or some walking through wall shit) I also doubt that the tracker would be able to see if an impostor shapeshifted since that would instantly end the game

I doubt Innersloth's Phantom will be the same as the mods version - the premise of Neutral roles in general strike me as something the company would consider antithetical to the game's design. Among Us is a Crewmate vs Imposter game, adding third party win conditions muddles that concept a bit, and as fun as they are for the mods, probably isn't something Innersloth will want to promote within core gameplay. Would absolutely love to be proven wrong - Modded Phantom is THE BEST role in the game because in every circumstance, a win for Phantom is a win for Justice - but I anticipate Canon Phantom will be some kind of crew role that hinders Imposters somehow in a similar way to how Guardian Angel does.
