Starter Decks don't actually contain foils; booster packs are the only source (as well as tournament prizes that Decipher handed out as local and national prize support back in the day, but that's less relevant now obviously). You mention not knowing where to find foil data; the new wiki has an article on Foil which lists drop rates from various points of the game. It also contains a database of every foil image in high resolution if you want to browse and be dazzled. :) I'd link it here, but RUclips tends to purge links nowadays.
