Actually, when Javier said Dutch was in Columbia, he was either lying or didn't know. Dutch was hiding out by the Talls Trees and the mountain there by John’s house. He’s dangerously close to John. Or it's possible Javier (or Bill) kept tabs on John, and if Bill did, he kept Javier up to date.
