Mine doesn't have triple tap or voice over practice. I have version 10.2.
to activate the tripel tap for the home button, go to settings, general, accessibility, and select accessibility shortcut, and select voiceover. as for voiceover practice, there should be a "voiceover practice" button in the voiceover settings.
I accidentally turned it in and it wouldn't let me turn it off but then after MASHING the home button it let me turn the dang thing off

if you need to type in a passcode, hold your finger on the number you need to enter, and tap with another finger. this is what is called a split tap.
