*Sigh* Alright guess it is explanation time from a nerd. So first off yes obviously Gotham has a lot of political and justice corruption. But it has also been seen several times that not only joker has broken out of both jail and the asylum on his own, but that he just straight up kills anyone who slightly annoyed him with literal chemical warfare. Now be honest, let's say you are just some beat cop, and you see the joker rob a bank. The joker, a guy who casually blows up hospitals and ends people's lives for 'fun' with explosives and chemicals worse than mustard gas. Now do you with your standard issue Glock 19 or whatever decided- A. Rush up against someone who has tanked explosions, and getting stabbed in the heart, eye, and even having their entire face removed who more than likely has at least several methods to kill you before you even reach within 10ft. of him. OR B. Wait for the superhuman potential demon bat guy with almost future like tech to show up and kick the clowns ass and not risking being killed.
