The cylinder block is probably warped.

Idk y but that little metal piece is missing from my steering wheel.
i believe that piece of exposed metal in the little window of the wheel is molded into the steering wheel itself, so im not sure how it would be missing. But in all cases for any steering wheel there needs to be a way for the horn to make ground contact to complete the circuit. best of luck!
