Using taxes to build homeless shelters and give these people therapy and something usefull to do would solve the problem. Maybe on the countryside, away from drug Dealers, living on a farm where they could work at an animal sanctuary. Naive, but I think it's worth trying.

Don't need to negotiate with a real Japan taxi. All rides are metered and final prices are fair and accurate. BTW, it's true you don't have to tip but my tips have never ever been refused and always get a strong thank you from the driver. These folks work hard and don't make that much. I usually tip 500 yen for an airport transfer or just don't get change back saying "ii desu" when it's offered. If the change is too little I'll just add 500 yen directly and say arigato! I mean really, it's only 3 bucks. Makes their day.

Normally, the shower, sink, kitchen sink, and washing machine are not in the same room. I think this is something special for the Airbnb properties.

It wasn't Osaka Station that you arrived at, but Shin-Imamiya. The area around that station has the highest number of homeless people in Japan. There are many poor people, and the streets aren't clean, so most people usually avoid the area.

Japan is a little behind when it comes to online transactions (30 years behind). Why can’t they email the voucher at time of purchase? Then you would simply show the email at the ticket office along with your passport and they would scan it. This is what happens with airline tickets. Japan didn’t embrace computerisation and the online revolution starting in the mid to late 90’s. Widespread use of fax machines is still prevalent in Japan.

I got my passes from Klook and ordered it 2 weeks before traveling. They delivered the vouchers to my house in 2 days. The JR station at Narita airport was able to exchange our vouchers with no problems. I believe if you order online (amid not from JR official site) then you have to have the voucher on hand from the website you order from.
