Found this with stuff from my Dad's software and hardware days the tape was in rough shape requiring the tape to be spliced back together with major crease through that section of tape. The tape is from 1990 labeled GTE Centranet Training Program DMS-100 CONRI Control No. 6977

If you have noise as shown here you can manually adjust the alignment guides on your video deck to fix tape noise. Flickering video should be run through a TBC first before you do this. Because you don't want to adjust what could easily be fixed. That being said time base correction won't fix this kinda noise that's caused by a misaligned video deck or tape as it was being recorded.
