I'm probably alone in this, but I do think that's his body. He seemed surprised when he couldn't use Goku's full power, so I'm thinking that he hasn't stolen bodies stronger than his own before (seems pointless to switch bodies then) or that this is his original body. He starts adapting to Goku's body, but is beaten by Vegeta before he can draw out all of Goku's power. And he never attempted to steal Frieza's body out of respect and loyalty.
