This system is seriously flawed and expensive. The money would've been better spent to raise the bedrock via careful pumping plus draining sections at a time to repair/reinforce building's under the water level but no; they wanted to sabe money so they threw it away on this system which ends up costing several times more than original estimates. There should any force decision or reform on the basis of 2/3 majority of UNGA not UNSC P5...there should a reform with some 2-5 permanent & 5-10 non permanent with NO VETO to anyone....& non permanent are elected regularly & permanent should shit as far in UNSC till more than 2/3 or UNGA are against them....UNGA should be supreme not UNSC...
