Is ETCS L3 really such a jump beyond Hybrid L3 that you don't see interoperable products on the market ~5y after Hybrid L3? Or was that not what you meant.
The only in-service application of Hybrid Level 3 to date was delivered by a single supplier. While I'm optimistic that there may be interoperable products from other suppliers eventually, this has not been demonstrated to date, except maybe on a test track somewhere in Britain or the Netherlands. The same applies to "full" Level 3 where all alleged applications to date have in common that they are stand-alone systems without need for (and hence proof of) interoperability. As I said before, if it's not interoperable you may call it whatever you like, even "Level 3", but not ETCS.
the market is still small, and now there are 3 big in the game, which do not see any need or pressure for interoperability. And tenders usually require proven experience and certified performance of equipment and systems - thats why innovation is slowly entering the domain.

@15:50 the criticism of the way we use the term Metro which Chris seems to be making here does apply to at least two of the three Sydney Metro lines though: the section from Tallawong-Sydenham and from Westmead-Hunter Street. These lines have stop spacing similar to the Elizabeth line and Paris Grand Express lines, plus features consistent with other modern Metro lines including high number of interchanges with buses LR and suburban trains, as well as large employment centers plus important services like Hospitals Unis and TAFEs generating boarding and allighting at many different stops along the line much more than say the legacy lines to Hurstville, Revesby or Hornsby. Obviously the Bankstown line is a different kettle of fish as it is right now, being more of a suburban line, with the rationale behind the conversion to Metro being to improve journey times, facilitate a change in the dynamic of places and increasing housing density along the corridor using currently lower employment and community centres as pillars, plus to finally to remove the Bankstown line from the suburban network to improve the service along it and increase frequency and reliability of the system, and improve connections to Liverpool.
