This is a common problem on these engines, there is an exhaust crossover that runs through the base of the carburetor to help with warm up. This valve from what I can see from a quick google search is in the 59-60 Bel Airs and Impalas, I’m guessing also the Biscayne. And I guess it was used later than that in the 61s and 62s also.     Put the original wheels and discs back on it. With such low mileage keep it original. Do not hot rod it.

      The disc brake upgrade is to make it safer to drive. I’ve had a four wheel drum single pot master cylinder system fail on me sending me through a red light, it is an outdated very unsafe setup. Steel wheels will be installed on it with the factory caps they’ll just be bigger to clear the larger disc brake setup. I’m not modifying the car to the point it can’t be returned to stock.
