You are correct! It is four row diatonic accordion. It has only major chords on the left side. The name is "lõõtspill" and it is the most popular Estonian traditional music instrument. They are made by local masters and are quite expensive. Old instruments are tuned naturally (not tempered) and heavlily ornamented.

If you're still wondering, I'm not sure but it looks just like a regular 4-row diatonic fingering, the bass side just lack the 2nd row that a Hohner (eg.) would have.. If anyone can confirm (and name it), please do. I'd like to know the reed setup too...
