Long overdue. Getting in to business mode and removing favouritism

I'm a million miles from Tobago but I found it really interesting all the same. In my country all communal bins are owned,cleaned and maintained by the government, but there's some reasoning behind it: 1) Our shared bins are electronic and actually have quite a bit of technology to them, only a very specialist vehicle can access and empty what is essentially stored underground between pickups. This is true even in poorer areas, although in very rural areas I suspect it's case by case. 2) Tax % is absolutely outrageous here, government have essentially unlimited cash flow in a very rich country(and still manage to mess mostly everything up...).
