Wait and get the bounty from the sheriff's office go peak in the window. Knock on the door, and they'll talk to you. Walk awa from door . Come back, ram the door with your shoulder a few times, and it will open walk in . No one will attack, grab stuff, and no bounty walk out. There is a video for this .

The mask hardly works for some reason. The Devs never fixed the bugginess surrounding it. The only way you get away is if you run with nobody seeing you at all.
