They talk about how they dont think that innovators should understand how the city works but at the same time it seems like the people running the city dont totally understand the details either. This is sorta playing out in Calgary right now. Its very obvious that some of the people that are making decisions and communicating how to deal with this water main issue dont actually know what they are talking about. They get asked very simple questions and they say "I'll need to get back to you". I've worked on a lot of very large projects in this country and every time we have upper management that is very educated the project turns into a disaster which goes way over budget and doesnt meet its schedule. When we have upper management that moved through the ranks and have physically done the type of work we are doing we can ask them questions and they know every detail. With Calgary right now I'm seeing they know the procedure of what steps need to be taken but they are going step by step which is resulting in time where nothing is getting done or at minimum resources arent being as effectively used as they could be. This isnt just a guess either. They are basically admitting it in these daily press briefings they are doing without realizing it. My concern is using too much technology will create even more of a disconnect. Dont get me wrong. I fully support using technology. I actually have been working on solutions for my own job but I'm not relying on it. You also cant have the people at the top looking at solutions that dont actually understand how things work in the field. I'd actually prefer if they find solutions then get them pitched to the people doing the work. They will be able to tell you really quickly if something will work or not but even in the private sector too often that doesnt happen.

That's a fairly macro mitigation strategy for potential drought relief/balancing of water supply towards southern areas of Alberta in the man-made economy. It would be a large project that spurs economic development and somewhat parallels road-building strategies in the province. It could also allow for more northerly irrigation later. I haven't known t 6:42 he Province of Alberta to build water pipelines, yet did irrigation infrastructure some time ago... A private/public partnership...

Watching through this it almost seems like the budgets need to be bumped up on some of this funding as long as we are seeing results to justify increased spending It makes more sense to ensure the money can go out at any point during the year so businesses can grow quicker.
