These are small ones there are also big garment companies with all facilities in big corporate buildings they are the one who built the international products like zara or h&m as you mentioned but this big comapnies also pay a low wage to the workers.

The main issue with the quote system was that Sheikh hasina was using it to put her own selected peoples in different govenrment jobs to take control over all government sectors in the country. She used to give fake Freedom fighter certifications to ones dear to her. All of these was done so that in future no one can oppose her in any way. As everyone on the government sector will be her own people supporting her decisions.
