Little kid won’t fuck around with electrical panels more than once. It’s called Darwinism, and it made everyone a lot safer.
1st the y connection is not correct which is probably the issue the other pipe is to a furnace also the make up air at the bottom of the water heater may be clogged there is a screen at the verybottom its 2 in tall x the circumfrence of the water heater if its clogged it will not vent properly . The water heater flue has a correct rise the flue should be as straight as possible who ever instalked it should of moved it over about 6 in to remove the 60 bend rt before the y connection. Still my gess is make up air problem. Also looks like its venting into a chemney todays codes there should be a sleeve going to the top of chemney with a cap & cover over the top of exit though it doe vent carbon monoxide its call combustion gases.. geez

In MO I found a house with the load bearing studs cut off to the slope of the roof and decking nailed directly to it without a top plate or rafters/trusses. They built spray foam gussets.

Is it important to know that if you have identified issues on city equipment you should really be reporting it to them
How do you know if it falls on the city or not? Does it have to do with where the damage is?
@@samueljones-bankston7853 well, it’s an electrical line coming from a pole so it’s probably the city before the meter or the electrical company or something along the lines yes you could run your own overhead line, but I would say it’s pretty unlikely in this case

And yet the lines on the poles can still not have sheathing and we just rely on telling people not to touch them.
