You can bring so many "vice versas" when you compare 2 of the 3 big universes.... Lets see... From their foundation, the One Piece charcters are built way stronger than the naruto charcters. It already begins with the possibility that they have a cheat-like option to consume devil fruits or not. But take all Haki forms or at least let there be an expert on 1 of the 3 aspects and the balance is shifting towards One Piece. But on the other side, if it comes to a sea fight, noone is matching against the Naruto verse. The ability to stand on water is something only the One Piece characters can do if someone like Aokiji freezes the whole sea. And Ninjas are experts on intel gathering so they will figure out very fast that the devil fruit users are weak to water and will try to lure them in there and when they have them where they want them they destroy the ice. For the third point the naruto charcters have the possiblity to use more than one element if they have a talent for it. So combining earth and water to the most fearsome wood element is a really big plus for the Naruto verse. But then again you just need to counter it with a devil fruit logia user like fire or magma and everything is burnt to ashes. Furthermore the Kenbunshoku Haki users will predict the future and know about the situation that is to come before the other side did it. So they can prevent it beforehand, a big plus for the One Piece verse. Long intro for comparison, now my tendency: Personally i think the One Piece verse will win. Not because of the soley fact that many of the characters are devil fruit users, some of them even awakened their abilites. Put Luffy or Doflamingo against the Naruto verse in awakened Mode and make the world cartoonish or a huge Birdcage around everyone while turning everything else in white threads and you have an almost impossible hurdle to overcome. Not even Shippuuden Sasuke or Naruto would be able to stop these kind of abilites. They would survive it, sure, but not their allies. Oh and btw i EXCLUDED the Boruto verse, since the comparison was NARUTO verse against One Piece. Of course the tides would turn if you add Boruto verse in it, we dont need to discuss that (just mentioning rasengan usuhiko or the omnipotence).
