He makes very good points. And yes, SOEs should not only be measured by the profit they make but by the public good they are mandated to provide. If they produce profit while achieving the public good, that’s a bonus. Tax payers and utility bill payers help cover the expense as they receive the public good (accessible, affordable electricity) which is used to create jobs, educate children, treat the sick, etc. It’s only a greedy capitalist who says SOEs are non profitable and therefore need to be privatized.
