The boots do rotate. They are very stiff out of the box. My boot was crooked when I got it and I thought it was a quality control issue. But when I heated it in some hot water I was able to rotate the boot straight.

I ordered for 2023 model and I received the older version of this product.
Is there a significant difference, all I know is that the old version doesn't have those plastic pieces for the interchangeable hands. Hope you enjoy the figure, it is a beautiful one, thank you for your comment. 😊
No there are visible changes like 1. color is bit flat 2.Superman logo on the cape is incomplete 3. Cape material is not good 4. Lot of QC issue I have asked seller to reship the 2023 model
