Depends what game you're wanting to make. For a simple game with 2D graphics (talking between classic PacMan to REALLY early RPGs) I'd suggest something like GameMaker, but for 3D games with a bit of complexity use a program like UDK or Unity. MAYBE use CryEngine, if you want. If you're wanting a 3D game, may I also suggest a 3D modelling software such as Autodesk Maya or Blender? All these are very good for making games- trust me, I'm a games dev student.
