If you want to maximize the "herd" (2nd rate NPCs) casualties you have to take care of the cops/guards first.

6v6 SBMM finally caught up to me on MW3. I start knifing and now I'm in lobbies with knifers all the time. This game.

For a maximal kill count the trick is not to spook the "herd" before you are ready for them : a good bottleneck spot (top of the stairs from parking lot to dancefloor for instance) and plenty of ammo/guns. Luckily in this level there is more than 1 herd so you don't trigger them all at the same time. 17:02 here you trigger the "dancefloor herd" but this "terrace herd" at 20:00 is still there. BTW the term "herd" is used by the game developers to describe these 2nd class NPCs.

In the sidemission with the corrupt politician you don't have access to the villa but otherwise there are so many people to kill : the rally, the market, ...

You can also climb the TV tower and snipe the 2 guards on the beach besides the villa. Don't kill the 2 civilians (M/F), each time they see a new dead guard they will fetch more guards which you can snipe too. You can practically empty the villa of guards this way. When they fetch the bodyguard (khaki suit) most of them will be gone.
