The solution is to stop using a routing address as an identification mechanism. SIM = Subscriber Identity Module. So introduce Yubikey as a Java Card applet (native executable format on SIM cards) with private keys created directly onto the SIM card from a handset, then authenticate any SMS verifications using a SIM tool. If someone "SIM swaps" they aren't in possession of the original SIM card, so can't access the private keys required to decode or sign a response to a verification SMS
