It is created in Serum and is based on saw waves. While it's not super easy to make, there are some great tutorials available. Just search for 'future rave lead' for guidance.

But I can't find them, they are all paid or from other DAWS... You use FL STUDIO on PC, I use Mobile, and believe it or not all FLP kits work with FLM​@@fourier_project
