No this is a TXV (Thermostatic Expansion Valve) It has nothing to do with turning the compressor on and off. It regulates the flow of refrigerant (specifically the amount going to the evaporator coil) based on the temperature of the refrigerant.

This is what happens when only engineers are in the room 😂 That unit would only be afforadble with slave labor, likely India or China, as the worker must thread the piping through a small space.
