Imperials as a race didn't exist until either The Elder Scrolls Adventures: Redguard or The Elder Scrolls 3: Morrowind, so the province of Cyrodiil didn't have its own race back in Arena, Daggerfall and Battlespire. The region was simply named "Imperial Province" in the first two games, and the only city it had in TES 1 was the Imperial City

Actually, he can play a big role I mean he always seek Knowledge and too much knowledge can be dangerous Specially if the knowledge is about bending the world to your will easily or literally creating your own universe and stuff. There is a character i made inspired from hermeaus more for a comic i am planning to make soon I call him the seeker for now because he seeks knowledge and supposedly he is from another reality and he eat brains and eyes of animals and humans and other creatures for knowledge. If elder scrolls can make hermeaus mora a big threat then it mostly be baded onnhis hobby of collecting forbidden knowledge which even gods will not want to know
