i recommend when you need choose faction option in future i recommend you choose alway is anti Shogunate which on Katsura and Genzui Kusaka side bc that good for them to stay alive, also it help you can easy along with them to change Japan future

if you retry this Mission though tem of soul and spare Naosuke Li then at almost the end, Blue Demon will help you and you can meet him in Mission The Watchman ( this Mission only appear after Mission WildFire )
