I unhooked myself with the 4% chance, instantly used my sprint burst while running away from the hook and then the last gen popped and I got the speed from adren right after. All mixed with the haste from the event modifier

You do realize that everyone's build will be different because there are different guns with different stats and others will be able to put out more dps than others. Also if you're going for a straight dps build then this is not a build that I would suggest maybe something like alphabridge instead.
As you will see in the video i referenced, I did the analysis as a %-age of the DPS output which scales with the DPS of the build itself, hence the conclusion that a 6-10% dps increase from the bleed isn't worth it. The slowdown and debilitating effect might be.
