I find it strange that so many people think Tommy has changed/acts like an asshole here but he's 100% the same person as he's always been, the anger here is frustration it's not an attack on Ellie or an attempt to guilt trip her, he's simply annoyed that Ellie broke a promise to him.. He even hugs Ellie, not something a person does who is bitter or angry would do. His "What a joke." is because Ellie backed out of a promise, I guarantee that Tommy came out a few days later to apologise only to find Ellie gone & I'm almost certain he's the one who convinces Dina to move back to Jackson so they can all help with JJ & keep them safe.
