The plastic covers are used to hold in place the two cars which have partially covered rear wheels that prevent the twist wires used to hold the cars to the base from being used, hence the use of the plastic covers instead.

I have seen many of those packages opened and the end cars stolen. I think that’s why those cars have the plastic covers on them.

Mattel has to start measures to deter theives. So CRAZY a person would steal a $1.25 car .

I don't know if it's just me but what I found interesting about this set is the very deep, smooth and glossy clear coat they have. The clear coat really looks extra thick and glossy to me compared to other HW Premium cars.
