Palpatine returning via clones WAS the Pre-Disney comics, and considered canon before then. But they made it the main premise of the comics, and had Luke go on a parallel arc that Anakin did, returning from the Darkside to defeat Palpatine. Just that Disney couldn't pull off any coherent plotline to support this making sense.

To be fair, after reading the Darth Plagueis book, it’s no surprise Palpatine survived, he was brilliant, thorough and inherited all of Plagueis will of cheating death and ruling the galaxy.
