US scientists working with other countries' scientists brought us CV19 and MANY other wonderful things (Drs. Fu(kie, Scarf and many others). Look up PEPFAR and the Global Fund. High ranking US scientists are skanks. Look for those physicians, scientists, physicists, virologists, pharmacalogists, researches, etc. who were pushed out of their careers and their lives destroyed because they were doing the right things; curing cancer, Alzheimer's, autism, etc. But also finding out what has caused these things in the first place. That's where they got in trouble with the administrations; not supposed to figure out that these diseases, disorders, dysfunctions, disabilities, deficits and death are CAUSED by these people in the first place. Time to wake up to reality.

Is it can from developing to developing countries?
On the MSCA-PF European Fellowship, one can go from their current country of residence to any EU Member State or Horizon Europe Associated Country, and on the MSCA-PF Global Fellowship, one based in an EU Member State or Horizon Europe Associated Country can go to any non-European country in the world!
