Im having a real hard time just taking this guys' word. The smacking of the lips, very annoying, is usually a tell tale indicator of a seller rather than a sharer.
Stricter emission rules in NM are welcome. However, what is the enforcement and data gathering mechanism, and how effective is it deemed to be? If not effective, they should not be a panacea for the downsides of producing blue hydrogen.

Regent Begay said that this will be a hard lift. No it is not. Step one is to make a commitment to the end result, which is complete divestment within a certain time period, and start by ceasing all new investments in fossil fuel stocks, bonds and funds. The divestment time period can be up to a few years, but it really is not that hard. The regents tell the investment council to get it done, and they then review their current investment portfolio and make a plan to convert the roughly 5% that is currently invested in those fossil fuel funds. The list of invested funds is available on the UNM website here: www.unmfund.org/about/endowment-funds/. They sell the fossil-fuel related funds and re-invest the monies in other funds. That's what investment advisors do, all the time. It really is not that hard.
we need climate and energy justice- so that not only rich white people who can afford electric cars and solar panels on their houses, but solutions for all the people. We should also look into hydrogen fuel cell technology- it is being developed and expanded in China, Japan, Europe, and California

When will significant battery storage be required on the electric grid as we convert to variable renewable energy like solar and wind? Studies say at about 50% grid penetration. If we target 50% by 2030 that is 12 years away. cleantechnica.com/2016/12/09/much-energy-storage-needed-solar-wind-powered-grid/ And battery production is increasing exponentially world wide, especially in China as they aggressively build battery factories to power their conversion to electric buses and autos. Battery costs are dropping at 20% per year and have already reached costs so low that on Nov 9, 2018, California announced that their CPUC approved four battery storage energy projects for PG&E to replace retiring gas generators, including two batteries that would be the largest in the world. Total of 567.5 MW / 2270 MWh of storage. "The CPUC directed PG&E to purchase the storage in Jan instead of approving new ratepayer-funded contracts for three gas plants. Analysts told Utility Dive the cost of the batteries is likely cheaper than continuing to operate the plants.
