Really good narrative on what a baseline and an endline survey is. Of course, in practice it is a lot more than what is contained in the script. It is very important that the organization recruits an experienced baseline survey designer to do the work. Do NOT think of sub contracting to get away from the difficult task. The organization must have an experienced designer who can advise and pinpoint on many possible errors by the sub consultant. The sub contractor to undertake baseline survey works well if the in-house specialist prepares the survey tools and controls survey administration from start to end of data collection. Another advice I would like to share is the importance to create a control sample outside the immediate project zone. This will be handy to assess progress made in the project at a later stage. Design well, plan survey implementation and get involved in data analysis! Good luck!
