You could use a flexible ceramic heating pad wrapped around the threaded end of the barrel. These are run/controlled by a normal welding machine. It would expand the barrel without much danger of fire like a torch would. Not that expensive, most large welding supply companies can direct you.

Its obvious the cylinder was in for repair after someone used jb weld to fix it. Any decent machine shop would never do that nor would it be insurable either......

@@LOWBROW369 I wrote this for the following reason: In the Machine shop where I learned, there was a case where the person changed a milling tool with a glove on and couldn't reach the disengage button of the spindle. He then told a coleague to "press the button". Instead of pressing the disengage button, he pressed the spindle start button. End of story: Guy with gloves ended up loosing his middle finger and the OSHA from Germany (Berufsgenossenschaft) tells people to not use gloves where they can catch because of that since then. Therefore please don't use gloves on the following machines: Mills, Lathes, Drills and similar. Use gloves on: Benchgrinder (Disk or Belt), handling material. (Automatic saw is a special case, do as you please, I like working without gloves there.) Thank you for your kind answer earlier, I hope you understand, why I told you to do it this way. If you still want to use gloves on Lathes and so on, do so because you learned it that way and it has advantages. As a professional I was simply concearned about your Health. Best wishes and best of Luck to you.

Let the cylinder sit full of oil at zero pressure for a half hour. Sometimes the leak is at low pressure when the machine is sitting. If it leaks then you probably have some damage in your seal groove. It could be a deep scratch or pitting from corrosion, it could also be that the seal groove is out of round which would be hard to determine unless you set the gland up in a lathe. I usually skim .005-.010 out of the seal groove if you have any of the above issues and problem is cured.
