Inverter contains coils and transformers which make magnetic flux, this flux induce current in the body of inverter and wires which is transmitted to the battery and solar structure. This current is useless and need to be wasted by earthing.

IT IS NORMAL.( Called Capacitive Coupling the voltage value should be exact half around 115VAC +-) Temporarily short inverter earth with neutral.( Do not connect it for long if wapda find it out than they will fine you) Check this earth wire with clamp meter the value should be near zero. If this is the case than just do bore and earthing.
