When you go to create look to the bottom right and you will see that you have overlay turned off (B is the letter that turns this on and off). When you were next to the vein of ore trying to put a foundation down you were clipping the space around the ore vein so you were not allowed to build the foundation. Turn overlay on and you will be able to build foundations right up to the veins.
