那霸機場不只是民用機場，還是日本國航空自衛隊的基地。再加上沖繩縣其餘諸島的航空交通，也是以那霸機場為樞紐來管制運作。 另外，美國已經在2010年3月31日，交還日本美軍嘉手那空軍基地的雷達進場管制空域（Radar Approach Control，RAPCON ）。亦即以美軍嘉手納空軍基地為中心，半徑90公里以內、高度6000公尺以下之空域。此空域的管制對象，不只是美軍嘉手納空軍基地及普天間海軍陸戰隊航空基地的軍機，連同那霸機場、久米島機場的民用機也在管制範圍內（除了機場上空管制空域以外）。 那霸機場為了因應擴大的管制業務範圍，第二條主跑道（18R\36L跑道）的興建就是勢所必然了。
