"why did Sonic 2 have 7 cut zones?" time constraints, I guess. they dev'd Sonic 2 in a short period of time for a sequel to Sonic. as for why Shadow hacks have different colours for the badniks, it's because they share the same palette line as Sonic in the original games. why Tails doesn't change the colours is because he shares a palette with Sonic, 2 of his 16 colours are used for Tails.

Shadow actually DID have other abilities in sonic 1. He could kick, dash, and shoot a gun with certain button inputs. And sonic burned edition now goes by sonic the scorched quest. As for other characters in sonic 1, they have amy, vector, super sonic, metal sonic, mecha sonic, and even fucking robotnik
