This just started happening to me haven’t played in a week
By the way, if you have tried all these methods and they didnt work, consider loading optimised bios values ( factory reset bios) overclocking does cause this issue too. Especially any changes to the cpu cache speed. I spent 3 days trying to get it to work after 2 windows fresh installs i just reset the bios to default and it worked.

It was the geforce update driver i downloaded an older driver version and deleted rewasp and it work

@oxazaki9873 yes, I switched from battle.net to Steam. I did have to purchase the game a second time and they would not refund 😬

This is still an issue with mw3. Im having this exact issue now. And when it does "launch" it freezes on the first frame of the loading screen and i have to reset my pc.

Yeah the game does not like being on any drive other than C: the moment I moved it over from D: to C: it launched instantly
So if I move it back to the previous drive it will launch?
