@simslifestories101 To expand on that, the reason is because birds have the average intelligence of a 5 year old child. You do indeed have to talk to them like that because it's like talking to a child. It excites them and makes them want to be around you, because you are a fun and interesting playmate. In terms of learning how to talk, if they really bond with you they'll start treating you as a flock mate and mimicking sounds and behavior is common flock behavior among birds.
