Use a different web browser. Microsoft Edge works

One way I managed to get it to work in my case, was to remove the device from Garmin Express. Then enable Garmin Express to open as administrator in the properties, then re add the device. Before I couldn't even register or even download the updates. Now everything is working fine.

For me what worked, try another usb stick, has to be formatted to fat32
